USAID Project Management Specialist – Deputy Director

Dear Prospective Offerors:

The United States Government, represented by the U.S. Agency for International Development
(USAID), is seeking offers from qualified persons to provide personal services under contract as
described in this solicitation.

Offers must be in accordance with Attachment 1 of this solicitation. Incomplete or unsigned offers
will not be considered. Offerors should retain copies of all offer materials for their records.

USAID will evaluate all offerors based on the stated evaluation criteria. USAID encourages all

In accordance with AIDAR Appendix J and the Local Compensation Plan of United States
Mission, Nigeria (Effective September 10, 2023).Final compensation will be negotiated
within the listed market value. Salary and allowances are denominated in US dollar and paid
in Naira at the prevailing U.S. Embassy exchange rate. Continued US dollar denomination
and payment of LE Staff compensation is subject to renewal and approval by the Secretary
for Management via PID (public interest determination).

11. STATEMENT OF DUTIES

1. General Statement of Purpose of the Contract:

Responsibilities

  • Basic Function of Position:

    The Project Management Specialist (Deputy Director) is one of two Deputy Office Directors in
    the Economic Growth and Environment (EGE) Office of USAID/Nigeria. The EGE Office is
    responsible for planning, managing, and evaluating projects and activities to achieve
    USAID/Nigeria’s Development Objective (DO) 1, Broadened and Inclusive Economic Growth,
    implementing Feed the Future, Power Africa, and Prosper Africa, and coordinating with regional
    and global programs. EGE is a 21-person Office that supports over fourteen implementing

    partners working in four technical sectors: agriculture, energy, private sector engagement, and
    water, sanitation, and hygiene (WASH). The job may be expected to perform work- related travel.

    2. Statement of Duties to be Performed:

    1. Leadership, Supervision and Management (40%)

    • Continuously scan the Mission and local Nigerian environment to ensure that activities align

    with USG priorities and support the Nigerian government's economic growth goals and
    objectives.

    • Help the Office Director lead and manage an office of 21 professional and support staff.
    • Directly manage the Water, Sanitation, and Hygiene (WASH) team and the Program Support
    Cluster.
    • Supervise the WASH Team Leader and three CCN Program Management Specialists.
    • Lead EGE's strategic planning, reporting, budgeting, accounting, monitoring, evaluation and

    learning, communications, and environmental compliance functions in collaboration with the
    Office Director.

    • Track Agency operational planning, budget allocations, and approval processes;
    congressional notifications; an internal EGE Office operational planning and budget control
    levels process.
    • Ensure WASH team engagement with local and international stakeholders such as the
    Nigerian government, the private sector, donors, and Washington technical colleagues.
    • Ensure the Program Support Cluster effectively supports the three technical teams and that
    the Mission Environmental Officer supports the Mission in their role.
    • Mentor staff and interns to improve performance and leadership in the Office.
    • Periodically take on an "Acting" Office Director role and, as such, productively engage with

    the Mission Director and Deputy Directors, participate in senior leadership meetings and
    discussions, and represent the EGE Office in external meetings and functions.


    2. Technical and Programmatic (35%)


    • Provide technical and programmatic oversight of all WASH Team and Environment programs
    and provide input into the development of new programs and activities.
    • Stay appraised of other technical and programmatic work across the office in agriculture,
    private sector, and energy.
    • Bring expertise in analyzing macroeconomic policies —remaining current on Nigerian

    policies and programs on the impacts of macroeconomic policies on USAID programming
    and providing updates on critical economic conditions in the country with little notice.

    • Serve as a resource for implementing Agency, Mission, and Office programmatic strategies
    while remaining aligned with USG policy and seeking to innovate and problem-solve to
    achieve results.
    • Lead EGE monitoring, evaluation, and learning, or strategic information processes, and
    oversee updating and maintaining the EGE performance monitoring plan and continuous
    learning agenda implementation.
    • Respond to technical and programmatic taskers and urgent requests by the Front Office and
    the embassy and delegate tasks to appropriate office technical experts.

    3. Representation and Coordination (15%)

    • Represent and provide strong technical leadership for the USAID/Nigeria Economic Growth

    and Environment Office at various fora with the Nigerian government, bilateral donors, UN
    organizations, NGOs, the private sector, and other pertinent agencies and organizations.

    • Provide high-level briefings to USAID senior leadership, the Embassy Front Office, and
    occasionally to high-level USG visitors.
    • Collaborate with interagency colleagues on the EGE sectors and be well-versed in current
    macroeconomic policy for Nigeria.
    • Represent the EGE Office at conferences, seminars, program launches, close-outs, and other
    events.
    • Ensure all speeches, talking points, VIP agendas, representational remarks, one-pagers, and
    other USAID economic growth-related materials are accurate, timely, approved, and
    appropriate to the event/representative and venue.
    • Support the Office Director to strengthen the USAID - Nigerian government relationship
    around agriculture, energy, private sector, environment, and WASH at the national and state
    levels while staying abreast of changes in processes and policies to keep EGE and Mission
    leadership informed.
    • Remain current and in contact with all prospective partners to USAID, including international,
    local, civic, private sector, foundation, and others.
    • Travel to view EGE activity implementation and/or represent USAID/Nigeria is required.

    3. Supervision Relationship: Incumbent reports to the Director of the Office of Economic
    Growth and Environment.


    4. Supervision Controls: S/he will directly supervise three (3) cooperating country nationals

    (CCNs) and one (1) third-country national (TCN) and manage up to six professionals. The
    Project Management Specialist (Deputy Director) is responsible and accountable for the work
    of the WASH team and the program support cluster. The incumbent will exercise a great deal
    of discretion in directing the technical and programmatic work of the EGE Office.

    12. PHYSICAL DEMANDS: The work requested does not involve undue physical demands.

Education + Experience

  • II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

    a. Education: Minimum of Master's degree in economics or a subset of economics such as
    agricultural economics, behavioral economics, financial economics, environmental economics,
    etc. is required.

    b. Prior Work Experience: Minimum seven (7) years of progressively responsible,
    professional-level experience in economic growth (agriculture, private sector, energy, WASH,
    environment, economics), of which a minimum of three years of supervisory experience is
    required; and at least two years with an international donor or implementing partner is required
    in a management role is required.

    III. EVALUATION AND SELECTION FACTORS

    The Government may award a contract without discussions with offerors in accordance with FAR
    52.215-1. The CO reserves the right at any point in the evaluation process to establish a
    competitive range of offerors with whom negotiations will be conducted pursuant to FAR
    15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that
    would otherwise be in the competitive range exceeds the number at which an efficient competition
    can be conducted, the CO may limit the number of offerors in the competitive range to the greatest
    number that will permit an efficient competition among the most highly rated offers. The FAR

    The technical evaluation committee may conduct reference checks, including references from
    individuals who have not been specifically identified by the offeror, and may do so before or after
    a candidate is interviewed.

    Applicants who clearly meet the minimum Education and Prior work Experience requirements
    and basic eligibility requirements will be further evaluated based on scoring of the Evaluation
    Factors listed below. The highest-ranking applicants may be selected for an interview.

    macroeconomic priorities and policies, and programs and its impacts on EGE sectors (agriculture,
    private sector, energy, WASH, environment). The incumbent must have a high-level
    understanding of EGE sectors. Knowledge of leadership concepts and management principles is
    required. The incumbent must have experience in editing and writing professional documents.

    SELECTION PROCESS


    (1) After the closing date for the receipt of applications, applications will initially be screened
    for conformity with the minimum requirements and a short list of applicants developed.


    (2) Following this initial review and short listing, a Technical Evaluation Committee (TEC) will
    convene to review applications that meet the minimum requirements and evaluate them in
    accordance with the evaluation factors. Applications from candidates which do not meet the
    minimum requirements will not be evaluated. As part of the selection process, finalist candidates
    will be interviewed. Only shortlisted applicants will be contacted. No response will be sent to
    unsuccessful applicants.


    (3) USAID reserves the right to interview only the highest ranked applicants in person or by
    phone OR not to interview any candidate.


    (4) Applicants are required to provide three (3) reference persons who are not family members
    or relatives, with working telephones and email contacts. The references must be able to provide
    substantive information about applicant’s past performance and abilities. Reference checks will
    be made only for applicants considered as finalists. If an applicant does not wish for the current
    employer to be contacted as a reference check, this should be stated in the resume.

    provides the same information as AID 309-2 form.

    3. Offeror submission must clearly reference the Solicitation number on all offeror

    submitted documents.

    VII. TAXES


    The Mission emphasize to its employees of the fact that they are obliged to observe Nigerian
    Laws, including those concerning income and related tax obligations. Payment of such taxes
    is a matter between the individual employee and the Nigerian Government. In the absence of
    a specific international agreement, the U.S. Government will not withhold local taxes from an
    employee’s salary.
